BlackBerry Dispatcher, Synchronization, and Policy services do not start after applying Microsoft Security Update MS06-071

The Microsoft security update MS06-071 applies a patch to the Microsoft XML Parser (MSXML).

Complete the following steps to help resolve this problem.

1. Uninstall all versions of MSXML, including patches.
2. Delete msxml4.dll from the %systemroot%\system32 folder.
3. Set all BlackBerry services to Manual in the Windows Services screen.
4. Restart the BlackBerry Enterprise Server.
5. Install MSXML 4.0 Service Pack 2.
6. Restart the BlackBerry Enterprise Server.
7. Set all BlackBerry services back to Automatic in the Windows Services screen.
